To try and control it is pretty much beyond control...
Trying to control Affiliate marketing is too much of a job, the only way that they might be able to kind manage how much people are making and try and Tax it would be if they made filling in your Tax number on signing conpulsary but managing that will be one hell of a job and well won't be worth it.
