Google isn't a traditional registrar. That offer mentioned was for people who signed up with Google Apps and didn't have their own domains. That isn't what you would do if you wanted to renew or if you just wanted to register a domain.
You may see RegisterFly mentioned. They had a lot of problems and GoDaddy has now taken over their registrations.
My personal choice is GoDaddy
