Welcome to 5 Star and thanks for starting off with a good question.

Hmmm... well it depends. It program has different rules. I don't recall seeing any program terms that say you can't collect 2nd tier commission unless you are also making sales yourself. But then again I don't go around reading the rules of many programs either.

Now what some merchants do is cut affiliates that don't make any sales or put up any banners after a period of time. Again every program is different.

Did you mean to type out the name of the program?

Was it one you found here at 5 Star? If so I maybe can help. But if it's not a 5 Star program you would need to carefully read their rules and maybe even contact the affiliate manager to be sure.
