Networks MAINLY do the tech part and create the infrastructure for tracking, etc. (In RARE cases some companies pay CJ an extra 6,000 a month to also do the hands-on management of the program, but it's pretty rare.)
The affiliate manager, in this case the OUTSOURCED affiliate manager, PartnerCentric - they are the people part! They are the ones that create the offers, the newsletters, answer questions and support the affiliates.
