But in order to assure your future affiliates have targeted traffic and to require a fully functional website beforehand is leaving opportunity on the table.

Now i am not saying i will immediately start throwing tons of money at it and drive insane amounts of traffic, but there are affiliates out there that can easily branch out to big advertising campaigns and to drive targeted traffic to their offers.

And here is the kicker, they would either divert traffic directly to the advertiser or use a landing page in between. No fully functional website needed for that.

There are three types of affiliates, one type (Type one) that has a website and get notice of a program/offer that they can promote on their website to earn some extra revenue.

And you have affiliates (Type two) that create a website for the money, using PPC strategies and SEO and then explore the angles to drive and maintain the traffic to their websites. And if they're successful with it, put more time into it to make it last...or move on.

Then you have affiliates (Type three) that are both, they have a website around a topic that they like, that was initially started not for the money but because they wanted to build something to share what they want to share, meet new people, etc.

And then think to maintain and grow their traffic or development ideas they need to attract some extra revenue, and their current audience compliments a certain program perfectly.

Seeing they can make revenue online they also explore to other ventures, and then create websites around offers, affiliate programs.

Me, I like to create websites around offers so if the offer is new for me, then i don't have a website to present, and maybe i won't even make a website in some cases and just drive traffic directly to the advertiser.

In the case of RevResponse's program i do want to make a website because i got a great domain!
And i would have something i could sell later on.

As an affiliate manager it would be best to contact the applicant and discuss things further instead of just outright rejecting an application.
