I see "permalink" show up relating to BLOGs mostly.
For example, a direct link to a normal WordPress blog might look like
http://www.mysite.com/blog/post.php?...tuff=something
With Permalinks you can make that look like:
http://www.mysite.com/blog/marketing...make_a_million
assuming you posted an article called "Make A Million" in April 2006 in the marketing category.
Search engines like that better than a bunch of parameters, and it looks nicer to humans.
Wordpress and Blogger (I think) offer a few options to help format these.
