It may have referred to the start of RealPlayer's downhill slide in 1999, but my expierence has been that it is as bad if not worse today and I think that was PC Magazine's point. Removing RealPlayer is a nightmare and it still tries to take over a computer. As a general practice, I remove RealPlayer from all my computers and manually go through the registry to make sure it is truly gone.
Given Real's past history of tracking users and creating software that tries to take over the computer and insisting on running resident in memory, there is no way I would ever trust their products again, and I know plenty of IT professionals and IT departments who feel the same way.
