As an affiliate manager (with two programs at SAS), I first look at the sites they have listed. Be sure to include as many sites as you can as your first or main one may not be appropriate for the merchant you are signing up for.
Second I read the feedback left there by other affiliate managers. And those need to be read carefully as sometimes there will be a negative one but followed up by a correction or several positive ones. Unless there is something really glaring there, I don't put a lot of weight on that. The appropriateness of the site is more important to me.
I always recommend that if you have done all this and still get rejected, contact the merchant and ask that they reconsider. Give them appropriate information about your site and your intentions in promoting them. Nine times out of ten they will probably approve you at that point.
