Link cloaking as in protecting your affiliate link is NOT black hat, it's a standard practice in affiliate marketing and some would argue it's a necessary component.
Now I'm not sure what the OP was referring to, maybe there was some other type of link cloaking in that list I'm not aware of that was black hat for some reason. But regular link cloaking is not.
Now there are some affiliate link cloaking scripts that drop cookies and that's black hat, unethical and against the TOS of most affiliate programs. So be careful with link cloaking scripts you have to pay for, that tell you you can make a lot of extra money.
Regular htaccess redirects or PHP redirects are a safe way to do link cloaking and are a common practice.
