Yes you can but if you are using Google's PPC is it getting harder to direct link. Your cost per click may be to high to be profitable untill you use a landing page relevent to your ads.
You can but I do not recommend it unless you are an EXPERT PPC marketer and have deep advertising pockets. You need a website to capture e-mails, increase your market area and most importantly build stability into your business...to name a few.

You can make money without a website. You don't even need to use PPC at first, matter of fact if you know nothing about PPC, I would stay away. People use different meathods to make money online with affiliate programs. There are a few place you can learn how to do it. I'm not going to post any links here but you can search for "how to become an Affiliate Marketer" and you'll find a lot of info. Most info is free but remember this golden rule "you get what you pay for". Good luck!
