How do I recruit webmasters with the targeted traffic to my Posters Affiliate Program

The way I read your post ; you are saying that you know the webmasters who you want to recruit.

If I knew who they are I reckon I would categorize them ( 1 to 4). 1 being
crucial and 4 being nice to have. And I would then set about offering the top
ones a good incentives and treat them with kid gloves. Once I had done group 1 I would move to group 2 with a lesser incentive etc etc.

Obviously you will have to make system changes but if you can control the cream then that will be great.
