I am looking to statrt up a couple of affiliate sites. the domains i have probably be a comparison site for affiliate programs so im looking to promote actual affiliate programs and not the product.
Who is best to go with and allows you just to promote there aff program.
Do a Google search for 2 tier affiliate programs. I think there's even a 2 tier affiliate directory. Also many of the advertising programs like Text-Link-Ads (a 5 star client) and Adbrite as well as many others have affiliate programs to help them attract more affiliates - most webmasters are interested in advertising and generating traffic so these could be good ones. Also most of the affiliate networks have affiliate programs.
