Can networks base in UK do tracking overseas???

Hi all,

I hope that question that i have can be answered:

If the tracking network is based in UK.
Merchant is in Lithuania.
Affiliate is in lithuania too.

Can network do tracking if merchant is registered with network and has an affiliate program, and so is affiliate is registered too and wants to advertise?

There are many small to medium size that don't charge entry fees any more. Some will agree to give yu a discount if you just ask for it
