I know blogs can have their content syndicate by rss feeds
is there anyway to put a rss feed on a regular website.

Go down to "Recent Headlines from the 5 Star Affiliate Blogs"

That’s a static web page and it's pulling the RSS feed from my blog
and displaying it. Is that what you mean?

I going to be using pingoat to notify the rss directories about the web page.

And get people to add the feed to be notified about new products added
not to pull feeds from a blog.

Ok that's different than what I thought you were asking.

No a static site can't generate RSS data that can be pinged. In order to have something that can ping pingoat or anything like it, the data needs to be generated by an RSS feed which is usually done via a blog.
