Welcome to 5 Star. No I don't think raising PR is the reason to use a business blog. Most use it to increase traffic and reach more potential customers because the search engines like frequently updated content like blogs.

To add to what Linda's said, increased PR tends to be a side effect due to the link conducive nature of (well written) blogs; links are the lifeblood of the blogosphere, which is also what helps to increase PR.
However, PR shouldn't be the primary reason to start a business blog because, in most cases, it will not work.
business blogs are fine , but yet again, its where the blog is and how it is doing in terms of popularity and seo , try adding your business blog to a blog community site where others can search categories ,look for a niche.
