Submit your web sites to web directories, leave your signature in forums but without spamming and suggest link exchange with RELEVANT web sites.

The anchor of your link should match one of your keywords: that's how your SERP will increase

you can also write press releases and articles -if you have the time

Spamming doesn't do anything but get you into trouble. Forum posting helps some (especially since forums like this one can be spidered by the SE's). But increasing your overall SE rankings is mainly about getting quality, relevant links pointing to you and building targeted content... and I mean LOTS of content.

It's not only about building links, I would have a look first at the Google Webmaster Guidelines

On the building links, my opinion is that a blog with good quality content does wonders to ranks - easy to send the traffic to the actual sites then.
