Jim, I've submitted an article on Corporate Gifts and submitted this article to an article directory. The next day the article directory admin emailed me saying that the exact article was submitted somewhere else. Is this a case of duplicate content? If yes, what can I do to explain to the article directory since the article submitted somewhere else wasn't my work.

I think this is not a duplicate content. If you post the same content on site and blog, it is a great help for a site to get more traffic and to easily rank the keywords.

Some article directories will not accept them, but 99 out of 100 will, It is not that they are worried about dup content, they just want exclusive articles. Their loss.
The only other thing may be that you bought an article and it may have been published by another author earlier.
You have to write the articles if this is the case, no PLR articles. But the ones you write or have a ghost writer write for you can be submitted to hundreds of directories, and the vast majority will accept them.
Just remember a few points to get articles approved.
1. Title in title case, Here is a proper title: Everything About Writing Articles
Notice the first letter of each word is upper case?
2. Short Paragraphs. Article directories prefer short paragraphs to long ones, makes for easy reading.
3. Make the article at least 400 words. Some will accept 350 but more and more are going to 400 words or more.
Some people say 700 words is the best, but i have had equal results with 400 to 1,300 words. I think this is just preference more than anything.
These simple rules will make your articles a success as far as acceptance.

What do you mean by it's their loss?
Lately, my account where I was suspended due to dup content was reinstated. I gave them the list of article directories included in my task list. Plus the article from somewhere carries the name of a different author.
I want to know if it's possible that the article is submitted to another directory without my knowlegde minus a human person who might have actually done it?

Well, Lets take this as an example. The following is from one my my clients many blogs. Take this an paste it in a search engine
material that is contaminated with mold, peeling or stripping
His blog should be # 1 on google for this, And i know, no one will search for this, but it is an example.
But id you look at the results closely, you will see almost the entire phrase in bold in the description. This is why i do not use the meta description tag also, but back to the example. Once your site is ranking top 10 for your main targeted phrase you will soon get content default phrases. And if you have a good stats program and see the search phrases you actualy get, you may be suprised by how many fluke search results you get.
Now, Do not take this out of context, but this is where they coined the phrase "Content is king" from.
Now links are the # 1 factor for attaining high rankings, but combined with lot's of content magnifies the results.
So every time they turn down an article, they are3 turning down content and possible default searches. And this equals traffic and potential revenue.
Article directories make money by traffic and ads! And 1 article could bring hundreds of results a month. So, their loss!
The internet is a numbers game, keep playing the numbers and you will win. If they turned down a good article, they lose! There are hundreds of others that will take the traffic!
Understand?
Now, Did you use a plr article, or did you write it yourself or hire a ghost writer?, or, are you using different author names at each directory???
Always use the same author name across the board per site(s) or subject.
Finance articles should be one author reguardless of the site you link to in the bio. And real estate articles should have a different author name. Keep them organized.
